2020 CARB Regulations – Are You Ready?

CARBIt’s already September and we are in the final months of the calendar year. As a business owner, are you ready for the new DMV registration restrictions that await California businesses in 2020?

Many trucks will be denied registration next year as a result of a new rule that goes into effect starting in 2020. The Department of Motor Vehicles (DMV) will require confirmation from the California Air Resource Board (CARB) that commercial trucks over 14,000 Gross Vehicle Weight Rating (GVWR) are in compliance with the air quality rules before permitting registration.

CARB is reaching out to businesses whose truck records show their vehicles are out of compliance. If you have received a notice or if you believe you have a vehicle that is out of compliance with the new 2020 CARB Regulations, we can help. CARB Restrictions on Commercial Truck Registration

CARB

Commercial trucks registered in California will be subject to new regulations requiring owners that have older trucks in their fleet comply to the new laws or be subject to DMV restrictions.
These measures, designed to reduce greenhouse gasses, will be in affect starting January 1, 2020. The new “health-based requirements” will need to be met before a driver is allowed to register his or her truck through the Department of Motor Vehicles, CARB says. A new enforcement tool used by the DMV beginning in 2020 will automatically block 2010 and older trucks from registration.
Under these regulations, truckers must meet the following compliance schedule. Vehicles weighing more than 26,000 pounds GVWR are considered “Heavier” and trucks between 14,001 and 26,000 pounds are considered “Lighter”

DMV Enforcement

Beginning January 1, 2020, the California Air Resources Board’s (CARB) Truck and Bus Regulation will be enforced through a new automatic process. Senate Bill 1, the Road Repair and Accountability Act of 2017 (SB 1), was signed into law on April 28, 2017. This bill states that the California Department of Motor Vehicles (DMV) must check that vehicles are compliant with, or exempt from, CARB’s Truck and Bus Regulation. The new DMV compliance verification process will better enforce the regulation and level the playing field for businesses throughout California.
Vehicles that have met all upgrade requirements or are exempt from heavy-duty diesel regulations in the state will be allowed to register with the DMV. CARB says VIN numbers may be required to ensure your vehicle isn’t mistakenly denied registration.
If a vehicle is not compliant with the rule, DMV can no longer register that vehicle.
